Fog collectors measure:
fog water that collects on its strings, using a rain gage

A net radiometer
Radiometers measure:
upwelling and downwelling radiation energy balance

Rain gage (yes it's typically spelled "gage" instead of "gauge")
Rain gages measure: precipitation
